It should be noted that, in addition to the mandates provided by the Governing Council, UNEP has also been requested to provide support to small island developing States at the regional level. For example, at the fourteenth Forum of Ministers of Environment of Latin America and the Caribbean, held on 24 and 25 November 2003 in Panama City, Panama, UNEP was asked to facilitate the development of a small small-island island-developing developing-State programme for the Caribbean. Support has also been requested by the governing bodies of regional seas conventions and action plans.
